So the National language comes first and regional is equally respected, However in this case i don't see a need of force implementation of Language .
#4. If the Up & Bihar people cant be tolerated in Maharashtra or their language than the state govt. should be sitting with central govt. change the entire law & constituent which was prepared for the liberation of entire country with out priortised the states first.
And make sure that any Corporate established in the State of Maharashtra is bound to make this as eligibility criteria of employment that other than Maharashtra Or Marathi Speaking is not eligible. If that happens do you think your state would remain developed same way.

Now let me come straight to the point "What i feel":
#1. If what MNS & Shivsena id doing for the implementation of their wishes ( All the demands are purely their wishes not the continuant law or govt. rules) in that case the wish of Pakistan should be fulfilled without any second thought.
#2. You all gentlemen have mentioned about the major population of Maharastrian abroad. Why those Maharstrian's are in abroad ???
( They should remain in their own state which claims to be most developed & claimed to be the Kingdom of well settled population)
#3. If the language issue id that serious to implement it through violence. I think the govt. should take the responsibility to implement the National Language with similar violence the way regional language is tried to be.
