| Rapes in Goa: Who's to blame? | |||
Paeodophiles aside (as in this case of 9 yr old).
The generic answer to rapes involving westerners, lies in centuries old suppressed mindset & censorship.
It lies in our racist genes. Anything white (non brown) is privilege.
It shamelessly exhibits in many Indian's aspiring to be at US, Europe or any country that has a Privilege populace.
There are equal number of non white (read african tourists) in India. Some for studying, some for tourism. The numbers are far higher than Russians. No rape cases reported. Shocking huh!!
It depicts the psyche of malicious monopoly of privilege. privilege to exercise power.
The privilege psyche is deep rooted within all of us (resident indians).
Goa happens to be a classic case. Brown skinned tourists are unofficially banned in places where privliege bikini brigade roams around (Readall white sand beaches)
Its archaic thinking to believe settlers from UP did it (as Rajesh say's).
@Shai: You are right, nothing can justify a rape. But this article is more of a preventive / protective measure in the light of such repeated incidents, so as to ensure that they never happen again. It's something that will definitely take time as it needs a mindset shift more than anything else.
@Nani: Absolutely. The govt needs to get its act together fast. Too many incidents have happened in the recent past already.
@Eva: True. This is only one of many incidents that is reported.
@Jess: I can't agree more. It's like leaving temptation open in front of a weak person. Naturally, if the person is weak (as in this case), he will give in.
@Rajesh: Correct, most of these people are not local Goans. In this case, the perpetrators were settlers from UP, who probably came to work in Goa. These people habitually exploit foreigners, but this is just too much.
@Mahender: Yes, Delhi probably has more rape cases, or atleast those which are reported. But one incident in Goa makes bigger news.
After reading blog and comments of my good friends, I would like to ask whether rapes are being committed in Goa only or in other parts of the country. There are thousands example of raping a minor in some parts of the country. Do you forget notorious case of rape of MAM College? A psychos can commit such crime.

Most taxi fellows are locals and they can be also made to act as liasoning with locals with some money share from again local employment cartel or by direct payment from hotels/ shak owners who make money out of tourists.
5. Above all lies the people in Goa and their selected Representatives in Democratic way. If it is their desire to keep the tourists comming to GOA and not loose to KERALA and other places. They need to have strict law and order situation.
We need to make actions work. I spent 10 years visitng goa twice an year, but since last 2 years is preferring KERALA. It is getting worse day by day.
We need to control not just foreigners but the Floating population in Goa. The workers in Shaks are mostly from poor origin and have come from all over India. It is they the most dangerous looking for easy preys. The 2 persons arrested in the particular case were some Bharadwaj and Raghuvanshi ( What names selected by their........). Both were outsiders. We need to take serious steps in the following manner:-
1. Involve locals to maintain Beaches with profits arising out of tourism and the taxed collected by Goa govt from tourists.
2. Locals can be appointed at panchayet or local ward levels. Who can keep register and track of all floating population persons. Shak owners must be made to register and control their employees and their background.
3. Circulation of do's and dont dos at all beaches not only in local but foreignlanguages with Namaskar like thank you for not smoking. If same tourists behave in Gulf countries and even Dubai why not in Goa. Will continue.
Folks, let us face two facts based in reality: a) there are mentally sick people throughout history who will do unthinkable acts b) we know that so we should behave defensively.
No one is arguing that rape is wrong. But why give any sicko an excuse or provide access by not monitoring what is going on. We travel and we are aware of human nature so we are vigilant about our safety and our kids safety.
Especially the older and more experienced of us have seen all sorts of things then why in denial?
I completely agree with Nani & Shia! Rape is the most heinous crime & can never be justified! There is no culture in the whole world that favors rape whether be it Indan or Russian! I was at the same beach one month back and I was horrified to see an incident in which the localites beat a foreigner(with whom they were playing volleyball a few minutes back) to shit ! At that time no body came and spoke about Indian culture - this was not even reported in the newspapers!! 90% of such crimes are not even reported, and the one which gets reported you try to justify that with indian culture! Thats' absurd. It is a crime and those responsible should be punished - that's it.

It is also a fact that Russians come to Goa, in the guise of tourists to trade in drugs & flesh. The local police, drug mafia & the politicians have made a vicious circle along with the Russians. It is high time that the government of Goa must rise to the occasion to bring law & order back on Goa beaches, by punishing the culprits in order not to tarnish the good name of India & as well as to save the dwindling tourist trade.
Can not believe that you are trying to justify a nine year old's rape? How does it matter if a kid was naked? Person who did it deserve punishment. If you want to put rules on Russians, you can do that. Nudity can be banned. They can be fined heavily for these things. You can not justify rape from any angle.

We can make laws but what will happen when breaking the law becomes a matter of chivalry?
Russia has got a new taste of luxury which they are experimenting in a country like India and in place like Goa.
We have a parallel example of Pushkar in Rajasthan where local people are trading on freigners' dirt. Goa and next what??

The answer is
1) The perverts who did it.
2) The teethless police.
3) The spineless Indian juduciary system.
And please do not blame the victim. Nobody likes to be raped.

I met a few foreigners home owners selling off their homes as they were moving back to where ever they came from, with the excuse that, the government has made rules for them to reside more strict, hence they have to renew their visas & permits more often, reference to your article which said the government rules about licenses and work permits are not too strict, well I had a different story for a few foreigners, I wanted to know weather this is true or is it just an excuse? and as far as I am aware, in case a foreigner has to own a business in our country, they need an Indian partner, so do all the owners who are Russians, have an Indian partner?
